Pokemon was created by Game Freak according to http://en.wikipedia.org/wiki/Game_Freak , but Game Freak makes most games exclusively for Nintendo handhelds and consoles. They also made a few games for Playstation, Sega, and PC-Engine consoles according to Wikipedia.

There are people on other forums which says Game Freak is a second party company like how Microsoft owns Rare. But, I'm not sure if Game Freak is just hired to make Pokemon characters, and games.
