I find it annoying that some Amazon Kindle Fire tablets, cheaper USB powered mini PC, and some MP3 players dont come with a USB charger.

But, it is not a huge inconvenience since I already own a few USB chargers from my Raspberry Pi PCs, tablets, and devices. I can always use a PC or a Battery powered USB charger to charge my USB devices if I don't have a charger.

Everything I gotten, including the most cheap of stuff came with charges of sometype. Well, besides the N3DS that is but Nintendo is just being a idiot with that.

Did your N3DS come with a charging cable to let you charge it from a PC's USB port, or other USB charger?

Same for me, almost everything I gotten came with a charger and charger cable.

Except for my Nvidia Shield Tablet 8 inch 16GB version which costed $199 which did not come with a charger and Micro-USB charging cable. I bet, Nvidia really wanted to keep its tablet price at $199, and save money on shipping, handling and packaging box by not including a charger, or Micro-USB charging cable, so they can use a smaller box. It was somewhat disappointing that my tablet did not come with a charger. But, I just use a charger and Micro-USB cable from my old tablet.

N3DS wasn't shipped with any charger of any kind. You could get one from amazon for $5 though but Nintendo only wanted to upgrade the hardware and ship it at a very low cost as possible.

Doesn't really make sense not to include them. They are cheap enough to provide... that said, they are also cheap enough to buy myself and I have loads lying around, so it isn't a deal breaker.

My 2 Apple ipods only have a USB cable to hook up to a computer to charge, sync. I had to buy a wall charger to charge it if I didn't want to do it on the computer. Everything else that I owned had a wall charger with it.

I notice a lot of new home surge protected power bars used for expanding the number of usable power outlets per wall outlet now come with built-in USB power charger built-into the power bar. The popularity in surge protected power bars with USB charger built-into them may cause some device makers to stop including USB chargers with their device. The money saving can be used to add slightly more storage or a better camera, or sell the device for a cheaper price which can make a device sell better than including a charger which most people have on their newer power bar or other device like older smartphone.
