What kind of Tablet is best for Web Browsing both desktop and mobile websites?

I think Windows tablets are the best type of tablets for browsing the most types of websites because Windows still support Adobe Flash, Java, Silverlight, and other plug-ins which are not available on iOS, and Android.

The web browsers for Windows also work better than most mobile browsers which I have use.

There are also some add-ons which let Windows web browsers like Chrome, and Firefox show the mobile version of the site when you are using a web browser in tablet mode.

Most Intel CPUs are also faster than CPUs on cheaper Android tablets like the Asus Nexus 7 2012 Google Android tablet, and Android Tablets which uses Chinese CPUs, so Windows Intel tablets should run pretty well when web browsing.
 
Can't really say since I've never used any tablets but I would think they all work equally well.

There are some tablets which are bad for web browsing because of a lack of good web browser apps, plug-ins, add-ons, themes, and extensions on some tablets with unpopular operating systems like the Blackberry Playbook tablet which uses BB10 and the HP Touchpad which uses Web OS. Both the Playbook, and Touchpad were not good for web browsing because of a lack of good web browser apps, and browser add-ons and plug-ins. I think new Android, and iOS tablets don't support Adobe Flash, Silverlight, and the Java Plugin which is still used for displaying video, music, and content on older sites.

There are still some older sites which use the Windows Media Player and Real Player plug-in for audio and video when flash and HTML5 were not as popular, so you will still need to use an operating system like Windows to view real player, and Windows media player content.

Although, I'm not sure if the Windows Media Player, and Real Player plug-in still exist for newer versions of Windows Media Player, and Real Player, so users may need to install an older version of Windows Media player, and Real Player to view Windows Media Player and Real Player content which is embedded on websites.
 
Aren't there any apps or plugins to make Flash accessible on iOS?

There is a browser called Puffin Browser which uses a stream flash to your iPad and iPhone. But, there is no offline mode for Puffin browser because flash content needs to be stream to me. This means you can't open a .swf or .flv flash file or program when you are offline.

There is also an Android version of Puffin Browser, but you need to pay for full 24 hours a day access instead of a few hours a day which is free.

I'm not sure if the Safari web browser in iOS supports plugins and add-ons. I read most browsers in iOS are just Apple Safari with a custom theme and features like bookmark sync.

For now, tablet users best choice is a Windows tablet if they want to access flash, java, and Microsoft Silverlight content offline, and use the plug-ins on their computer without the need to stream them like Puffin browser.
