Which one Pal or NTSC? (pls read everything before answering)

Hey guys!
i was about to buy a 3DS Console at Ebay but then i saw there are 2 different types of them. I am from Israel (Eroupe)
NTSC and Pal
So i got 2 questions!
First What is that means. Cuz those 2 are T.V waves catchers and what is the 3DS related to a T.V waves?
Second if I am from Israel and i am buying NTSC 3DS and buy from ebay the NTSC 3DS games (cuz it cheaper than Israel) will it affect anything?
is it affecting anything NTSC in Pal country?

it has nothing to do with TV waves.. PAL = Pacific / Atlantic, for example. It means the location you are in. A lot of games are region locked - which means they will only work on a device of the same region. So PAL games only work on a PAL 3DS. USA games only work on a USA 3DS and Japanese aka JP games only work on a JP 3DS. You want a PAL, if I am not mistaken.
 
Yes, Europe is PAL. If you buy an NTSC 3DS, you will not be able to just go to the store and buy games, you would have to import all your games.
 
Thx but will it be A problem to buy US 3DS and get US games for europe?

I mean to buy NTSC 3DS and games for it for europe. and will it affect anything? mabye the wifi? or the recharging ? or nothing to do with it.

if i keep getting games for NTSC i will be able to play on it as normal like it is Pal?
 
For my last comment i want to change something to make it more clear.

If i am going to but NTSC games for 3DS NTSC will it change or affect something to the console that i am in the Pal region like wifi,recharging,something else?

or it wont disturb the program at all?

The thing is that US 3DS is Cheaper than Pal and that is the reason i am asking those questions. to know if i will be able to play at NTSC like i am playing on Pal
 
You'll need an adaptor for the charger since US and European plugs are different. Other than that, I don't think there are any problems.
