Who is Dry Bowser?

In New Super Mario Bros for DS he may have been Bowser's skeletal form fought in the second to last castle, but who is he in the other games in the series?

Because there's never really a good explanation for his appearance in things like Mario Kart games or spinoffs, or even the later Mario platformers. Heck, in the former he somehow appears alongside Bowser, and in the latter he appears despite Bowser never getting his skin melted off or even a scratch in the final battle.

So who is he? Is he a 'friend' of Bowser like Mario Party Island Tour implies?

Is he Bowser's skeletal form having gone through a time machine?

Does Bowser lose all his skin at random now?

What's going on?
 
Maybe Bowser cloned himself. I mean let's think about it. In Super Mario Bros for the NES there is a Bowser at the end of every world. When you use a fire flower to kill him, it reveals an enemy. Maybe Bowser perfected the cloning to where when this clone is destroyed, it maintains its shape and can live on. Either Bowser Jr. doesn't know that Dry Bowser is a clone or maybe he just likes having two dads, since he doesn't know who his real mother is.

Actually in Super Mario Bros. 2 in Japan, before reaching Bowser, there's another Bowser. I didn't have fire so I can't test this, but what if that Bowser is the real Bower's clone and when you go past, you face the real Bowser.

There's a possiblity for anything, but this is kind of what I think. I mean Kamek has magic that can do anything so why no be able to make a perfect clone? I mean in one of the New Super Mario Bros. games you see Bowser Jr. reserect Bowser by putting him into a pot, but that doesn't throw out the theory that there are two Bowser's. That just means that Dry Bowser became "normal" again until he became burned once more.
 
Maybe Bowser is just the King of Koopas while Dry Bowser is the King of Dry Bones. I could see them being from alternate times. But truly, I think Dry Bowser is the Old Bowser and Bowser is the New Bowser sort of like Donkey Kong and Donkey Kong Jr. became Cranky Kong and Donkey Kong.

Wait... "a close family friend?"

I think someone fucked up there. The explanation for why there are both Bowser and Dry Bowser in Mario Kart is the same as why there are Mario and Baby Mario. Or why there are Mario and Dr. Mario in Melee.

I think the Mario Party Crew didn't know they were supposed to be the same person just in different forms.

I personally agree with what you said Cipher Vistra and in my opinion that actually could make a lot of sense

Perhaps the Bowser from Super Marios Bros-Super Mario Sunshine is Dry Bowser now (so old the skin is gone, but Kamek kept him alive), while New Super Mario Bros onward is the Bowser Jr. from Super Mario Sunshine, and then the Bowser Jr. Now is really Dry Bowser's grandson.

I'm still wondering how either Bowser found mates. Unless they reproduced asexually, which explains how they are exactly the same.
