It would be understandable if he learned his lesson and just stopped. However

in Black and White 2, he's still trying to keep humans and Pokemon from being together. With his own free will. That over turns everything that would have made him good, but no. He soiled it by continuing and now he's just a bad guy, who deserves no mercy.
