Can most desktop PCs built in 2019 play 3D PC games?

I seen some videos online of people playing 3D PC games like Overwatch, GTA V on computers with Intel Celeron and Pentium, onboard videon and 4GB ram, so I think most 2019 computers can play 3D games on at least low to medium video quality gane settings.

nope, I doubt an AMD 3 laptop with 4 gb of ram and standard graphics card can run anything.

It probably can probably play Minecraft, Goat Simulator, League of Legends, and other games with lower system requirements. But, you may need to lower the video quality settings and lower the video resolution for the game.
