Raccoon City. At least you're able to hide there where as in Silent Hill, you have to deal with the entire city transforming every time the siren goes off.

Realistically Racoon City is indeed more manageable. Silent Hill's transformed mode monsters could be anything too, dependent on the Mc's psych, inner demons thing, could be a lot more deadly than Racoon City's monsters.
