From all the games that I've played, Wario does not seem very bright, so I say he is the more moronic one. Not familiar enough with K.Rool to give a justifiable opinion. Only remember him from Donkey Kong Country.

Depends what you mean. Meanest one? Probably K Rool, since Wario is at least closer to an anti hero than a straight out villain. As for which one is dumber... hard to say. I mean, Wario has made his own technology and stuff before, and so has King K Rool. And they've both also made extremely stupid mistakes that led to their own downfall.
I voted K Rool though. More of a moron, a bit meaner.
