To hold onto a trademark during development of the IP, you need to sign an Intent to Use.
"An Extension Request is a sworn statement that the applicant still has a bona fide intention to use the mark in commerce, but needs additional time actually to use the mark. A filing fee of $150 per class of goods/services must be paid with the Extension Request."

Chances are, Agent is a side project for a smaller Rockstar branch (Rockstar Leeds perhaps?) to lead, along with rockstars usual method of including most other studios in development.[/SIZE]
