Somewhat like it I would imagine. Obviously without the Steam integration (most likely), but I'd imagine similar in sort of power and aim.

I read that the Scorpio would revealed in E3 in June, so I think the Scorpio would be released close to 2018.
Hopefully, MS and its hardware partners like AMD can find ways to make the Scorpio reasonably price like building a $500 Gaming PC.

hopefully before their E3 show, their E3 needs to be all software if they hope to push that console.

I agree Software would be very important for E3. I think backwards compatibility with all Xbox 360 is important. The new Scorpio most likely has enough power to run all console games from the Xbox 360, and many PC games made for Windows.
