I think it's just slow because they had the option to upgrade to the "premium" Wifi which is apparently good enough to stream films and download large files.

I think your Hotel most likely wants to make more money from selling faster wifi which many buyers are willing to pay for if they need faster wifi to video chat on Zoom, Skype and other video chat apps which people now use for work, and download large work files.
