He won't sell his shares. If he does sell his shares, the only way they would be worth selling is if he sells them when the market is up, but even then the people who buy the shares will be set for life and Bill would be out a potential lifelong fortune. If he sells them when the market is down, he's practically giving them away, and there is no reason to do that.
